Arkansas expanded its raw milk framework significantly in 2025. House Bill 1048 (Act 125, signed February 2025) clarified that incidental raw milk sales are not limited to on-farm transactions. Senate Bill 464 (Act 698, signed April 16, 2025 by Governor Huckabee Sanders) went further, explicitly authorizing sales at farmers markets, natural food stores, and via producer-direct delivery, while removing the previous 500-gallon-per-month sales cap and adding authorization for raw milk products beyond fluid milk. Producers hold a raw milk permit from the Arkansas Department of Health and must comply with herd health, bacterial testing, sanitation, and labeling requirements.
Arkansas's 2025 expansion made the state's raw milk framework one of the more comprehensive in the South, moving well beyond the prior on-farm-only model to include farmers market vendors, natural food store shelves, and delivery routes. Consumer interest is concentrated near Little Rock, Fayetteville, and the Ozark Mountain region, where demand for farm-direct and unprocessed food is strong. The removal of the 500-gallon monthly production cap removes a significant constraint that had previously limited the scale of licensed operations. Arkansas does not currently authorize conventional grocery store distribution outside of natural food store channels.
