Monaco has no agricultural land or local dairy production. All food, including dairy, is imported — primarily from France — under the France-Monaco customs union. Monaco's Direction de l'Action Sanitaire et Sociale (DASS) oversees food safety, but in practice the Monegasque food environment operates under the same standards as France.

Raw milk is legal for retail sale in France under Article 6 of the Arrêté du 13 juillet 2012, available in shops, vending machines, and directly from farms. This same supply reaches Monaco through the customs union, making retail raw milk effectively accessible in Monaco under the French regulatory framework. There is no independent Monegasque raw milk regulation that restricts this access.
