Legal Status & Regulations
Oman's dairy regulatory framework is administered by the Ministry of Agriculture, Fisheries and Water Resources (MAFWR). Oman follows GSO 984:2015 (Pasteurized Milk) and the Health Requirements for Public Health Activities (HRA 29:2016), which specifies cold chain requirements for dairy. No consumer retail pathway for raw milk has been identified.
The Omani government has actively developed a pasteurized commercial dairy sector, including for camel milk. Al Morooj Dairy launched the Watani brand of commercial camel milk in 2022, and Oman's first camel cheese processing plant is nearing completion in Dhofar. Government camel development programs envision a fully certified, pasteurized supply chain rather than a raw milk licensing framework. Traditional raw camel milk consumption occurs informally among nomadic and semi-nomadic communities in Dhofar and southern Oman, where camels are an integral part of pastoral culture, but this is not a licensed distribution channel.
