Utah became one of the most accessible raw milk states in the country in 2026, when grocery store sales were authorised statewide. Raw milk that previously required a trip to a specialty retailer or a farm can now be picked up on an ordinary shopping trip.

Is raw milk legal in Utah?

Yes, and broadly. Governor Cox signed House Bill 179 in 2026, amending the Utah Milk Act to permit raw milk sales in licensed grocery stores statewide. That sits on top of the existing routes: licensed specialty retailers and direct farm sales. Producers hold a raw milk licence from the Utah Department of Agriculture and Food (UDAF) and meet herd health, bacterial testing, sanitation and labelling requirements.

What the 2026 change means

Utah already had a well-developed supply chain of licensed specialty retailers and farm-direct operations before HB 179. Extending sales into standard grocery retail multiplied the number of places a consumer can buy, and it did so without loosening the production standards, since the same UDAF licence and testing regime applies wherever the milk is sold. Grocery retail is now the simplest option, concentrated along the Wasatch Front through Salt Lake City, Provo, Orem and Ogden, and in the St George area, with specialty retailers and farms continuing to serve customers statewide including Cache Valley and central Utah.
