Jordan's food safety framework is administered by the Jordan Food and Drug Administration (JFDA) under Food Law No. 30 of May 2015, with dairy standards set by the Jordan Standards and Metrology Organization (JSMO). No evidence of a formal legal retail pathway for raw milk consumer sales has been identified. Agriculture Law No. 13 of 2015 requires Ministry of Agriculture licensing for raw unprocessed food imports, indicating a general regulatory orientation toward processed products for commercial sale.
In practice, approximately 5% of Jordan's milk supply circulates outside the formal channel, sold door-to-door directly to consumers without pasteurization, while 95% goes to licensed dairies. Bedouin and rural farming communities in southern Jordan (particularly Aqaba and Ma'an governorates) maintain strong traditions of consuming raw goat, sheep, and camel milk. A 2024 Nature Communications study conducted in these communities found that 92.5% of camel milk consumers drink it raw, and the camel milk supply operates entirely outside formal regulatory structures. Traditional Jordanian dairy products including laban, labneh, and jameed are made from raw milk in household and artisanal settings throughout the country.
