Rwanda's dairy framework is governed by Ministerial Order No. 001/11.30 of February 10, 2016, which establishes requirements for milk collection, transportation, and sale administered through the Rwanda Agriculture and Animal Resources Development Board (RAB) under the Ministry of Agriculture. The formal marketing channel requires milk to pass through licensed Milk Collection Centers (MCCs) where it is tested for quality before entering the supply chain.
Over 60% of Rwandan milk is still sold through informal channels where milk is distributed raw: door-to-door, through street shops, and directly from farmers.
