Estonia permits retail sale of raw milk (toores piim) by farms that hold veterinary certificates issued by the Agriculture and Food Board (Pollumajandus- ja Toiduamet, PTA). Approved farms may sell through vending machines, farmers markets, grocery stores, and other retail points. The market has grown steadily, with raw cow and goat milk available from both farm outlets and retail shops.
The legal framework rests on EU Regulation (EC) No 853/2004 and Estonian Ministry of Agriculture Regulation No. 71, which sets additional national hygiene requirements including bi-monthly Staphylococcus aureus testing at retail selling points. Farms must meet all microbiological and quality criteria for milk intended for human consumption.
