Raw milk (leche cruda or leche bronca) is federally prohibited for direct sale to consumers under NOM-243-SSA1-2010, which mandates pasteurization or equivalent thermal treatment for all fluid milk commercialized in Mexico. The regulation is administered by COFEPRIS (Comisión Federal para la Protección contra Riesgos Sanitarios) under the Ministry of Health.

In practice, raw milk is widely available throughout Mexico — at tianguis (open-air markets), small farms, and specialty food retailers — with minimal federal enforcement. Informal availability and unofficial tolerance vary by region, with rural areas generally seeing more open sales than urban centers.

There are no legal exemptions for herdshares, cow-share arrangements, or on-farm direct sales of raw fluid milk. The sole carve-out under NOM-243 is for certain aged cheeses where pasteurization is technically incompatible with the product, which must instead operate under a certified HACCP system.
