Puerto Rico is a US unincorporated territory. The FDA prohibition on interstate commerce in raw milk applies, preventing raw milk from being shipped to or from Puerto Rico across territorial lines. Within Puerto Rico, dairy is regulated by the Puerto Rico Department of Agriculture (PRDA) under Regulation No. 70 (Reglamento de Control de Calidad de la Leche y sus Derivados, 2009), which requires pasteurization for commercially sold milk and sets standards for dairy operations on the island.

Unlike many US states, which have passed intrastate raw milk legislation creating farm-direct or herdshare pathways, no equivalent raw milk exemption is known to exist under Puerto Rico law. The island has an active dairy sector — primarily Holstein cattle — operating under PRDA oversight with pasteurization as the standard for consumer milk sales.
