Spain banned raw milk sales nationwide in 1990. In 2018, Catalonia, which holds autonomous competence in food safety matters, established its own framework explicitly permitting direct farm sales to consumers, with a maximum shelf life of 72 hours from milking and mandatory labeling. A proposal to legalize raw milk at the national level was suspended in 2018 without enactment.

Despite the national prohibition, direct farm sales and informal retail of raw milk occur across multiple Spanish regions including Galicia, Castile and Leon, Extremadura, and Madrid, with minimal enforcement action. This situation is comparable to other countries where formal legal pathways are absent but consumer access persists. EU Regulation (EC) No 853/2004 provides the baseline European framework under which Catalonia and other regions operate.
