On-farm consumption (bokujō innyō / 牧場飲用) is the only legal pathway. Commercial sale requires pasteurization under the Ministerial Ordinance on Milk and Dairy Products. Some farms offer raw milk to on-site visitors.

Raw milk (seinyū / 生乳) is tightly regulated in Japan under the Ministerial Ordinance on the Compositional Standards for Milk and Dairy Products (Nyū oyobi nyūseihin no seibun kikaku-tō ni kansuru shōrei, Ordinance No. 52 of 1951, as amended), enforced by the Ministry of Health, Labour and Welfare (Kōsei Rōdōshō / 厚生労働省). All milk sold commercially must be pasteurized or sterilized; off-farm retail or distribution of raw milk is not permitted.

The one recognized pathway for raw milk consumption is bokujō innyū (牧場飲用 — "farm drinking"): consumers may drink raw milk directly on the farm premises where it was produced. Some farms, particularly those operating as tourism or educational attractions (maki bokujo), offer this experience to visitors. No take-home sales or delivery of raw milk are permitted under current regulations.
