Latvia's Food and Veterinary Service (Partikas un veterinarais dienests, PVD) issues marketing authorizations for raw milk (svaigpiens) sales to final consumers and through authorized retail establishments. Producers must submit an application specifying herd and holding registration details, accompanied by laboratory results confirming compliance with microbiological and quality criteria.
Raw milk is available in grocery stores in and around Riga from authorized producers — making Latvia one of the few EU member states with active retail distribution of raw milk. The PVD is responsible for ongoing oversight and compliance. The framework is based on EU Regulation (EC) No 853/2004.
