Legal Status & Regulations

The sale of raw milk to consumers is prohibited in Norway. The Norwegian Food Safety Authority (Mattilsynet) has confirmed that it is not permitted to sell raw fresh milk from farms to consumers. Norway follows EU-aligned food safety law through the EEA Agreement, including Regulation (EC) No 853/2004, but exercises national discretion to prohibit raw milk consumer sales.

In 2017 the Ministry of Health and Care Services commissioned Mattilsynet to prepare a draft regulation that would have allowed farms to sell up to 5,000 litres of raw milk or raw cream per year under strict conditions. The Ministry subsequently decided not to change the regulations following advice from the National Institute of Public Health, the Veterinary Institute, and the Norwegian University of Life Sciences regarding infection risk. Raw milk cheese has been permitted since 2002 and is not affected by the consumer sales ban.
