Legal Status & Regulations

Cyprus is an EU member state and applies EU Regulation (EC) No 853/2004 as the baseline legal framework for raw milk. Traditional small-scale dairy farming is central to Cypriot culture, with sheep and goat milk in particular used in traditional products such as halloumi and anari. Farm-direct raw milk sales are practiced among small producers, consistent with the farm-direct pathway provided under EU Regulation (EC) No 853/2004.

The competent authority for food safety oversight is the Veterinary Services of the Ministry of Agriculture, Rural Development and Environment (Κτηνιατρικές Υπηρεσίες), which is responsible for the registration and oversight of food businesses handling raw milk and raw milk products in Cyprus.
