Legal Status & Regulations
Ghana's food safety framework is administered by the Food and Drugs Authority (FDA) under the Public Health Act, 2012 (Act 851). Pasteurization is required for milk sold commercially under Ghanaian food safety standards, and control measures officially include mandatory pasteurization by milk traders before sale to consumers.
Academic studies document that only approximately 10% of informal milk traders in Ghana pasteurize or heat-treat milk before sale, with the remaining 90% selling raw or minimally handled milk. Nunu, a product made from spontaneously fermented raw milk, is a significant traditional food in Ghana's northern regions, produced and sold primarily by Fulani communities. The informal dairy sector operates largely outside FDA oversight, with enforcement concentrated on licensed food manufacturers rather than small-scale informal vendors.
