Licensed raw milk is available on-farm and through retail distribution in South Carolina under SC Regulation 61-34. Licensed producers may sell directly to consumers and distribute through retailers; retail stores and distributors do not require a separate permit for producer-permitted raw milk.

South Carolina authorizes raw milk sales under SC Regulation 61-34 (Raw Milk for Human Consumption), administered by the South Carolina Department of Agriculture (SCDA) under statutory authority of S.C. Code §§44-1-140(3) and 44-1-150. Producers must obtain a permit from the SCDA and comply with herd health, bacterial count, coliform count, and labeling requirements. Once a producer holds a valid permit and operates in compliance, raw milk may be sold on-farm directly to consumers and may be distributed to licensed retail establishments, including health food stores and specialty food retailers, without a separate retail permit required. The SCDA (which took over administration from DHEC as of July 1, 2024) administers the permit program and retains authority to investigate complaints at all levels of the distribution chain.

South Carolina's Regulation 61-34 framework supports both farm-direct and retail distribution channels, giving consumers access to licensed raw milk without requiring a farm visit or a membership arrangement. Licensed producers operate throughout the state, with retail distribution extending access to the Upstate, Midlands, and Lowcountry regions. South Carolina's permissive distribution model, in which the producer's permit covers downstream distribution to retailers, distinguishes it from states that require separate licensing at each distribution level. No herdshare or ownership arrangement is required for consumer access; any consumer may purchase from a permitted producer or at a licensed retail outlet.
