Legal Status & Regulations

Ecuador requires pasteurization for commercially sold milk under the national technical standard NTE INEN 9 (Leche Cruda — Requisitos), which defines raw milk standards in the context of collection for processing, and associated regulations enforced by ARCSA (Agencia Nacional de Regulación, Control y Vigilancia Sanitaria). The Agrocalidad agency (Agencia de Regulación y Control Fito y Zoosanitario) oversees primary dairy production.

Traditional raw milk sales at local markets (ferias) and directly from farms are widespread throughout Ecuador's highland dairy regions, particularly in Pichincha, Cotopaxi, Chimborazo, and Carchi provinces. Farm-direct and market sales are a deeply embedded cultural practice and continue with minimal enforcement of pasteurization requirements at the producer level.
