The Dairy Act (C.C.S.M. c. D10) defines dairy products and raw milk, and the Dairy Farms Regulation (Man. Reg. 138/2015) provides that no person other than a producer may sell unpasteurized milk, and that a producer must sell unpasteurized cow's milk only to the board and other unpasteurized milk only to a dairy plant. The Farm Products Marketing Act and the Milk General Order (Man. Reg. 301/1989) reinforce this by requiring producers to market milk exclusively through the board.
The Dairy Farmers of Manitoba Marketing Plan Regulation (Man. Reg. 89/2004) contains an explicit carve-out for household production: it does not apply to a person ordinarily residing on the same parcel of land where production does not exceed 50 litres per day and consumption is limited to members of the household on site. This does not create a sales pathway, and it does not authorize herdshares or distribution to anyone off the property, but it is a clearer statement of the own-use boundary than most provinces provide.
