Raw milk sale is prohibited in Saskatchewan through marketing board licensing and public health rules. Only licensed producers may produce milk at all.
Saskatchewan reaches the same prohibition as the rest of Canada, but does so mainly through production licensing and marketing control rather than a single dedicated raw milk provision.
Three statutes carry the weight. The Agri-Food Act, 2004 establishes marketing boards with power to prohibit the production or marketing of any class or grade of product. The Milk Marketing Plan Regulations made under it require that no person produce milk unless licensed as a producer, which forecloses commercial raw milk production before the question of pasteurization arises. The Animal Products Act governs the production, sale, purchase, transport and inspection of animal products, and the Public Health Act authorizes regulations prescribing standards for milk and milk products intended for human consumption.
The practical effect is that a Saskatchewan farmer cannot lawfully produce milk for sale without a licence and quota, and licensed milk must move into the regulated processing stream. There is no herdshare, cow-share or on-farm sales exemption. Drinking milk from one's own animals is not itself an offence.
