Tajikistan has no confirmed explicit prohibition on raw milk retail sales. The Law on the Quality and Safety of Food establishes that requirements for food product safety are set by technical regulations, SanPiN (Sanitary Rules and Norms) standards, and veterinary regulations. Raw milk and other animal-origin products intended for commercial sale technically require a veterinary certificate from the State Veterinary Service of the Republic of Tajikistan. Standards are largely carried over from Soviet-era GOST norms.
Tajikistan is not a member of the Eurasian Economic Union and is not subject to TR CU 033/2013. As a WTO member since March 2013, the country is in the process of harmonizing food safety standards with international norms. In practice, enforcement capacity is severely limited: USDA trade assessments have found that Tajikistan cannot properly administer its standards system due to the absence of well-equipped laboratories, qualified staff, and effective enforcement.
